In this program, applicant will get a work permit visa to enter British Columbia, and establish a business with the minimum start-up of $200,000 CAN. Upon managing the business for 20 consecutive months, permanent residency will be granted.

This program is suitable for those who are not eligible for Quebec Investor or New Brunswick PNP, but interested to establish a business and live in British Columbia which has better weather conditions compared to other parts of Canada. Most applicants for this program are people over 50, who are unable to earn the IELTS points required for the New Brunswick Entrepreneurship program or have insufficient assets for the Quebec Investor program. In this program, earning high points from the business idea and business location are determining factors in the success of the file and selection from the qualified pool list.

Eligibility:

  1. Minimum net assets belonging to applicant and his/her accompanying spouse must be $600,000 CAN. (Assets include properties, bank accounts and business value.)
  2. Obtain minimum points of 113 from the points grid system.
  3. Management experience in the past 10 years in one of the following formats:
  • More than three years of experience as an active business owner-manager (with minimum 10% shares).
  • More than four years of experience as a senior manager (without shares or with less than 10%,shares, supervising at least 3 full-time employees, effective in business decisions and manage day-to-day business activities).
  • A combination of at least one year of experience as an active business owner-manager and at least two years of experience as a senior manager
  1. Have a minimum education of post-secondary credential (associate Degree) or experience as an active business owner-manager with 100 per cent ownership of the business for at least three of the past five years. (The 100 per cent ownership of the business may be shared between you, your spouse or common-law partner, and/or your dependent child(ren)).

Process Description:

In this program, client’s online profile including business concept (summary of business plan), client’s current business and education experience will be submitted to the BCPNP Immigration office. Based on the scoring system, the maximum available score is 200 from which 80 points is allocated to the business concept and 120 points to other factors. The business concept will be evaluated and scored by the BCPNP office within a month. Therefore, the final points out of 200 will be determined, the file number will be issued and client will enter the qualified pool.

Those registrants who have points approximately above 115 out of 200 will be nominated from the waiting list. Registrants who are invited to apply will have up to 120 days (approximately four months) from the date of invitation to submit a complete application and provide all required documents including the business plan and an appraisal reports of all claimed assets. It is worth noting that applicant’s net worth and accumulation of funds should be reviewed by BC Qualified Supplier.

After a review of the application which will take about 4 months, the BC PNP will invite applicant to attend an in-person interview in Vancouver. Using an interpreter is allowed during the interview. If successful in the interview, a two-year work permit visa will be issued which enables the applicant to establish the proposed business. Applicants can bring his/her wife and all children under the age of 22 years.

Once in BC, applicants will have to implement the proposed business plan and actively manage the business for 20 months. Applicant must demonstrate that he/she have been physically present in BC for at least 15 months while residing within 100 kilometers of the place of business. Upon successful implementation of the mentioned expectations, applicant will be nominated for permanent residency by the BC PNP. Then, the application for permanent residency will be submitted to the Federal Government of Canada, who issues permanent residency to applicant after about 6-8 months.

General Questions:
1.     Why did the BC PNP change the process?
The Entrepreneur Immigration Registration (EIR) was designed to identify and invite the highest-scoring applicants without delay. The registration system will assist the BC PNP to prioritize those with the greatest potential for success by establishing a selection pool that is continually renewed. The highest-scoring registrants will be invited to apply to the Entrepreneur Immigration stream at periodic intervals, based on processing capacity of the program. This will allow the BC PNP to make quicker decisions and ensure that a future surplus of applications is not created.
2.     Have there been any changes to the program requirements?
Program requirements have been updated. Please review the program requirements to get an overview of the changes. Please review the Entrepreneur Immigration Program Guide for complete details of the program requirements.

3.     Why are there changes to program requirements?
The BC PNP reviewed and updated program requirements to improve the ability to identify and prioritize the highest-impact candidates and align requirements more closely with B.C.’s economic priorities. Program improvements will increase operating efficiency and improve outcomes, with a focus on streamlining the application process and providing certainty for prospective entrepreneurs.
4.     Do I need to use an immigration representative?
No – you do not require an immigration representative to register or apply. Engaging the services of an authorized representative is your decision. If you use a paid immigration representative, the representative must be a member in good standing of a Canadian law society such as the Law Society of B.C. or member of the Immigration Consultants of Canada Regulatory Council. The BC PNP does not pre-approve applications or endorse business proposals. Learn more about immigration representatives.
5.     How long will the process take from registration to nomination?
The BC PNP will assign points to your Business Concept score from your registration within four to six weeks of submission. You will receive an email to confirm if you have been placed in the selection pool for up to six months. You may be invited to apply any time prior to the expiration of your registration.

If you are invited to apply, you must submit an application within four months of the invitation date. Your application will be assessed by the BC PNP against program criteria. The majority of complete applications will be processed within four months of receipt. The assessment may include an in-person interview in Vancouver. An interview is not guaranteed. Your application may be refused at any stage.
6.     Is there an age requirement?
The BC PNP does not have an age requirement. As part of your registration, you will receive points based on your age. Please visit the Entrepreneur Immigration Program Guide for more information on scoring.
7.     Do I need to do a language test?
As part of the Entrepreneur Immigration Registration, you may be awarded points for language proficiency, but there is no minimum language requirement for the Entrepreneur Immigration stream. A language test is not required at the time of registration, but you may be asked to provide evidence of language proficiency at the application stage.
8.     Does the BC PNP have a list of preferred or eligible businesses?
The BC PNP does not have a preferred list of businesses. Your Business Concept will be assigned points as part of your registration. Please visit the Entrepreneur Immigration Program Guide for more information on scoring.

9.     Is my business idea eligible?
The BC PNP will not pre-approve or endorse a business concept. Your Business Concept will be assigned points as part of your registration. Please review theEntrepreneur Immigration Program Guide for a list of ineligible businesses.

10.  Will the BC PNP support me to obtain a Temporary Resident Visa to conduct an exploratory visit?
No. The BC PNP will not provide support letters for exploratory visits. If you are invited to apply and requested to attend an interview, we will issue you a support letter for your temporary resident visa application.

11.  Do you offer a seminar where I can get more information?
At this time, the BC PNP is not offering in-person seminars, but will be planning webinars and other outreach and communication activities in the coming months.

12.  My application was refused. Is there an appeal process?
The BC PNP does not have a formal appeal process. The BC PNP will only consider requests to reconsider a decision where the applicant can demonstrate information that would reveal errors in the assessment or change the outcome of the application.

About the Entrepreneur Immigration Registration (EIR)
13.  What is the Entrepreneur Immigration Registration (EIR)?
The EIR is designed to effectively identify and invite the highest-scoring applicants without delay. This will allow the BC PNP to make decisions efficiently and ensure that application inventory is aligned with processing capacity. The introduction of the Entrepreneur Immigration Registration requires all new perspective applicants to complete an online registration, which includes information about your experience and your proposed business concept. The Business Concept will be assigned points by the BC PNP.

Registrants who meet the minimum qualifying point total in each section will be entered into the selection pool for up to six months. Periodically, the BC PNP will invite the highest-scoring registrants from the pool to apply. The number of invitations issued will be based on annual nomination allocations and the program’s processing capacity. Those invited will have four months from the date of invitation to submit a complete application.

14.  How do I submit a registration?
The BC PNP has introduced an online registration system. Click on the “BC PNP Online” button on the right side of this page to start the process. You will be asked to create a profile and then complete a registration and pay a processing fee of $300. The registration system includes instructions to assist you. Please review the Entrepreneur Immigration Program Guide for more details.

15.  How does the selection process work?
Each candidate who submits a registration will be given a final score in the system. The score will be based on the information you provided in your registration, as well as the Business Concept that was assigned points by the BC PNP. This score will be used to determine your rank within the pool of candidates. Your ranking will depend on the scores of other candidates in the pool and will change regularly as people are added to and removed from the pool.

16.    Will there be a limit of the number of registrations that the system will accept?
The BC PNP will only accept a maximum of 200 registrations per month.
The BC PNP reserves the right to make changes to the EIR, including the number of registrations the system will accept, at any time without prior notice.

17.  What are benefits of the registration system?
The registration system serves as screening tool for the BC PNP Entrepreneur Immigration stream. The BC PNP will invite the highest-scoring registrants to apply. The number of registrants invited to apply will be based on the processing capacity of the BC PNP to ensure that priority applications are processed in a timely manner after submission. The result will be reduced risk and increased certainty for prospective nominees.
18.  What is the minimum score?
Minimum qualifying scores have been set for each section of the registration. You must meet the minimum score in each section to proceed – there is no overall minimum score. Please visit the Entrepreneur Immigration Program Guide for detailed information.

19.  How can I improve my score?
Scoring tables are available for each section in the Entrepreneur Immigration Program Guide. You may wish to improve your score by developing a new business concept or improving your adaptability.

20.  How is my Business Concept scored?
The BC PNP will score your Business Concept. Each Business Concept is scored on its own merits, taking into consideration information submitted in all sections of the registration. Detailed information on the scoring of the Business Concept is available in the Entrepreneur Immigration Program Guide.

21.  Why are you selecting so few registrations from the pool?
With an existing inventory of over 2,000 applications from prospective business immigrants, the BC PNP Is focused on reducing the surplus and will gradually increase the number of applications invited from the registration process. The number of registrants invited to apply will be based on the BC PNP’s processing capacity to ensure timely processing of applications.

22.  Can I appeal a decision on my EIR score?
There is no appeal process. You may submit a new registration.

23.  Can I update my business concept in my registration?
You are not able to make changes or edit any information, other than your profile information, once the fee has been paid. You may cancel your registration and submit a new registration, but will be required to pay a new fee.

24.  Why is my registration only valid for six months?
The selection pool is continually renewed; as registrants are invited to apply, new registrations are received and previous registrations expire. This ensures that the selection pool is replenished with a focus on the highest-scoring registrations.

25.  Can I send in a paper registration?
The BC PNP Online System is designed for electronic submissions. Contact the BC PNPif there is a reason that prevents you from using the online system.

26.  How long will it take for my registration to be scored?
The BC PNP will assign points to your Business Concept and provide final scores within four weeks of registration. You will receive an email advising whether you have qualified for the selection pool and the expiry date of the registration.

27.  When does the six-month timeline for the EIR start?
The expiry date of your registration is six months from the date you are notified by email that your registration was placed in the selection pool.

28.  If my registration is currently in the pool, can I “withdraw” and resubmit a new one before the six months in the pool is up?
You may cancel your registration by contacting the BC PNP. You can submit a new registration as soon as you receive confirmation that your previous registration has been cancelled. You may need to create a new profile if your profile has been inactive for over 30 days and you will be required to pay a new fee.

29.  How often will you invite people to submit applications? How will I know when this happens?
Periodically, the BC PNP will invite the highest-scoring registrants from the pool to apply. The number of invitations issued will be based on annual nomination allocations and the program’s processing capacity. When invitations are made, the information will be posted on the Invitations to Apply page of our website, including the date, number of invitations issued and minimum required score.
Application Process
30.  Why do I need to obtain a verification report from a “qualified supplier”?
As part of the due diligence process, BC PNP reviews the applicant’s source of funds in order to protect program integrity and mitigate fraud. All applicants are required to obtain a third-party verification report of their personal net worth prepared by qualified suppliers with expertise in international finance and accounting practices. The BC PNP has introduced this requirement for new applications only. Please review the Entrepreneur Immigration Program Guide for more information.
31.  Can I change my business plan in my application or while I have my work permit?
The BC PNP expects that applicants have thoroughly researched their business plan prior to submitting a registration and, if invited, an application. This means that you are aware of the risks and are familiar with the business environment you will be entering. You should be prepared to implement your plans as soon as you arrive to B.C. If unforeseen circumstances arise that would prevent you from implementing your plan as intended, please contact the BC PNP immediately. An alternative business plan, or changes to your business plan, must be approved by your Program Advisor. This approval is at BC PNP’s discretion.

Existing Applications to Business Immigration Stream
32.  I have already applied to the Regional Entrepreneur or Entrepreneur categories or have submitted a Regional Business Succession application and I am waiting for a decision on my file. Should I submit a registration through EIR?
You may choose to submit an Entrepreneur Immigration Registration through BC PNP Online. If you are invited to apply under the new stream, you will be required to withdraw your existing BC PNP applications and submit a new application based on the updated requirements.

If you are not invited to apply, your existing application will remain in the BC PNP inventory and be assessed according to the posted processing times.

33.  Will the EIR applications be processed faster than those already submitted under the old program requirements?
Yes, the process has been designed to result in faster decision-making for the new, highest-scoring applicants.
34.  What happened to the Regional Business Succession Option?
The BC PNP no longer has a separate application option for regional business succession purchases of existing businesses. You may propose the purchase of an existing business in your registration, and you will be scored according to the scoring grids provided. The location of your business is important to that scoring, as well as your transferable skill set. The highest-scoring registrations will be invited to submit applications. The new process prioritizes high-scoring registrants and will result in quicker decision-making on new applications.
